What has to be guaranteed for substitute scanning?

The documents must be stored on a durable medium (e.g. USB sticks, CD ROM´s, DVD´s and computer hard drives). Additionally, a confirmation is required that original and scan match visually and in terms of content. The responsible person confirms the match after verification by the use of an advanced digital or a qualified digital signature (according to the respective legal requirement). The substitute scanning must guarantee that the scanned documents are available and readable at any time and that no changes/manipulations can take place afterwards.
